Bring to the community what IEEE offers as a global organization. Through our sections we can bring the IEEE valuable information, knowledge and innovation to the society.
As the most important element in IEEE, we need to work on Membership issues which include satisfaction, retention and growth. Without members IEEE would not exist so, special attention has to always be focused on membership issues. It is required then to establish strategies to maintain our members active and satisfied, to gain new members where there is potential to grow and to take advantage of all IEEE benefits to achieve these goals.
Establish cooperative relations with local entities Academia/Industry/ Private/Government. Every one involve in technology advancements should be related with IEEE and use IEEE as one of their main sources of knowledge and information.
Consolidate our Region as one with constant growth providing the solid basis of support. Revise Region ways of doing things, re-invent and innovate ourselves by improving our operations in many ways as possible, communication, financial and cooperative between geographical and technical units.
Align Region 9 strategies and plans to those established at the IEEE major boards taking advantage of new and existing benefits for our members.
All these goals will be achieved by conforming a Regional Committee where we will have committed and experienced volunteers willing to serve and give the best for our Region and IEEE.
Born in Panama, received the BSc in Electrical and Mechanical Engineering from University of Panama in 1981 and MSc in Electrical Engineering from the University of Texas at Arlington in 1983.
Professional with extensive experience in design, operation and maintenance of power systems, including generation and T&D. Electrical and mechanical engineer with proven record of success in management of large-scale projects, consulting services, power systems analysis, including systems studies, project management, budgets, contracts and technical specifications
In 1979 he joined the national electrical utility company in Panama (IRHE), first working as an Engineering Student Assistant and later as a Planning Engineer, position that he held until 1990 when he became Chief of Transmission & Distribution Planning responsible for the development of expansion plans for all the transmission and distribution systems.
In 1992, joined the Panama Canal as an Electrical Design Engineer at the Engineering Division and two years later moved to the Electrical Division as an Electrical Engineer involved in the renovation, planning, operation and maintenance of the Panama Canal power system including generation, transmission and distribution systems.
In 2007, he was appointed as Manager of the Low Voltage Section at the Energy Division and since 2010 to the present is the High Voltage Section Manager. Both managerial positions have as main responsibilities the maintenance of all electrical infrastructure of the Panama Canal.
Since august 2028 he occupies the position of Generation Section Manager responsible for the Panama Canal generation system operation.
Also, provides services as a consultant for T&D and generation developments in Panama as well as electrical design for residential, commercial and industrial installations. Has also experience as a part time professor at the UTP for some electrical engineering career courses.
Has presented papers at technical conferences in Latin America and the U.S. published in technical journals and conference proceedings. Also serves as reviewer of technical papers for conferences, congresses, awards and international publications.
Married for 32 years to Carmen, with whom he has shared the magic experience of being parents of their three wonderful boys Diego, David and Daniel.
